this is a pern where holders have no power. the power comes from the weyr and those in favour survive, but those who offend or disgrace the weyr suffer.

slaves serve the riders. the hopeful wait to impress whilst the chosen learn all there is to become a rider of the mighty dragons.
the dragon riders are a haughty bunch, arrogant and cocky. they live as many can only dream.
